CTR, also known as Council Tax Support. It reduces the council tax bills depending on your income, savings, household size, whether you receive benefits ( e,g.,  Universal Credit ), and local council rules.

 

You can get a reduction of up to 100% off your bill, or a small percentage off in some cases. However, it depends on individual circumstances and the specific local authority’s scheme.

Who is Eligible For?

The eligibility depends on your financial situation and local council rules. You will be eligible if,

 

  • You are on a lower income, working, but earn a low wage, unemployed, or self-employed with lower profits
  • Receive Certain Benefits, such as Universal Credit, Pension Credit, and income support
  • A pensioner and receive Pension Credit or has a low income from a state or private pension
  • Your saving is below £16,000 for pension age or £6000 for working age
  • If you live alone and you are the only adult (18+) living in the property, you can get the 25% discount
  • You live in university halls, or everyone in the household is a full-time student
  • If the property is adapted for a disabled person 
  • You must be in the UK citizen
  • There is a 50% discount on the council tax if everyone who lives in the property is disregarded.
  • You are disabled, or someone in the home has a severe mental impairment (e.g., dementia)

When to Apply for CTR

You should apply for council tax reduction as soon as possible if you think you can qualify. Again, you feel an experience of change in circumstances, like job loss or income drop. 

 

You won’t have to wait so long to get the CTR if you apply early. Late application can result in missing out on support. 

 

If you qualify for council tax for the first time for your property, you can apply for CTR up to 8 weeks ago. Even though you haven’t moved to your new home.

 

Also, if you’re already responsible for paying council tax and you know your circumstances will change, you can apply in advance up to 13 weeks before.

 

For Pension Age, you can make the application up to 17 weeks early.

How to Apply for Council Tax Reduction: A Step-By- Step Guide

Check Which CTR Rules Apply

 

There are two sets of rules for Council Tax Reduction. They are – State Pension Age and Working Age. 

When your age is under State Pension age, the working age CTR rule applies to you. The working age limit is from 18+ to 65.

Usually, the pension age CTR rules apply if you have reached State Pension age. This rule is more flexible than the working age rule. From 6 April 2026 to 5 April 2028, the State Pension age is rising from 66 to 67, depending on your date of birth. 

You will be qualified for the working age despite reaching the State Pension Age if you or your partner receives:

 

  • Universal Credit
  • income-based Jobseeker’s Allowance (JSA)
  • income-related Employment and Support Allowance (ESA)
  • Income Support

The Council Tax Reduction scheme is not the same nationally; each local council operates it according to its own rules. So identifying the correct local council is the most important first step before starting your application.

The relevant council is determined based on where you live. You can easily find your local council by using your postcode on the government website. Applying to the wrong council can delay the process or even result in your application being rejected.

Once you have identified the correct council, go to their website and find out about the application process, eligibility requirements and required documents in the Council Tax Reduction or Council Tax Support section. This preparation makes the whole application process easier and quicker.

 

Assemble Necessary Documents 

 

Collect the correct documentation ready before applying for the council tax reduction. Incomplete information may delay or deny the application. 

Proof of identity: Provide a passport, driving licence or birth certificate.

National Insurance Number: You and your partner’s National Insurance Number will be required.

Proof of income: Gather the most recent two months’ payslips or income tax returns if you are self-employed.

Benefit Statement: You may need a full copy of your latest Universal Credit award notice or other benefit letter.

Savings and capital: Collect a recent bank statement for all your and your partner’s bank accounts.

Household information: Also, you may need to provide income information for other adults living with you.

 

Submit the Application 

 

After gathering your documents and sorting them out, you can submit your applications. You can do it in many ways. Such as:

  • Offline: You can get your form from your local council or download it from the internet.
  • Via Phone: Some councils can send an officer to assist you at home or accept applications over the phone.

Provide Evidence 

 

The Council may sometimes ask for additional supporting documents after you have submitted your application. This is a normal process and is usually done to verify income, savings, living conditions or household information.

Failure to submit the required documents within the specified time frame may result in your application being delayed or even cancelled. It is therefore important to monitor your Council letter or email regularly.

Receive the Council’s Decision

Request Backdating (If Eligible)

 

If you believe you were eligible for Council Tax Reduction at a previous time but did not apply, you can make a separate request for backdating. The rules depend on which CTR rules apply. It is also called a late application. This is not an automatic benefit, and approval is entirely at the council’s discretion.

For the working age, you have to check your council CTR scheme policy. You will need to show good cause why you were unable to apply early.

Ask your local council to backdate your CTR for up to 3 months if the pension age CTR rules apply. You won’t need to give a reason why you didn’t claim earlier.

 

Appeal or Apply for Discretionary Reduction

 

It is also possible to apply for Section 13A Discretionary Reduction within a specific time frame if you are in particular financial hardship. But this is separate from the main Council Tax Reduction scheme and is entirely at the discretion of the council. 

You will get the answer within 2 months from your council. If you still disagree with the council’s decision, you can go to the Valuation Tribunal.
